Judge Mahony found it was reasonable for NSW Police to “do nothing” despite two psychologists in 2006 recommended treatment following the PTSD diagnosis, after Ms Sills understated her psychological problems in an effort to return to work.
When she was identified as an officer at risk in 2009 after attending five serious critical incidents in six months – including a fatal car crash involving a 17-year-old girl and a fatal house fire involving an elderly man – Ms Sills said she was “seeking outside help” in response to a senior officer’s emailed welfare check.
But Ms Sills did not undergo counselling or use available support services, despite being aware of the Employee Assistance Program, a peer support program and police chaplain, Judge Mahony said.
Ms Sills told the court she was directed to attend the EPA in 2004 after the death of a child in a Doyalson house fire but “felt worse after seeing the psychologist”.
The court heard that by 2011 when Ms Sills last worked a shift at Tuggerah Lakes command there were 28 officers unfit for duty because of trauma-related incidents.

A DRUG-ADDICTED Iraqi refugee with an “impressive” 15-year criminal history, an “apparent inability to work” and a “significant risk” of reoffending has been spared deportation.
The ruling came after the Administrative Appeals Tribunal found he would not be able to access adequate mental health treatment in his home country.
But the AAT rejected a number of other excuses advanced by the man in his bid to stay, including that he faced persecution because he was homosexual and had converted to Christianity, finding there was “no evidence” to substantiate the claims.
The 44-year-old, known only as MAH, arrived in Australia by boat in 1999, and within 10 years had acquired a “substantial” criminal record with convictions for at least 14 offences including drugs charges as well as assault and intimidation, for which he received suspended 12-month prison sentences.
In one 2009 incident, he threatened to shoot a patron at a Nowra pub, headbutted another and had to be evicted from the venue twice.
In 2010, he was issued a “formal warning” by the then Immigration Minister that further offending may result in cancellation of his visa. Despite this, he subsequently racked up 14 more convictions for offences including larceny and unauthorised entry, for which he served two concurrent prison sentences of 12 months…………… and it goes on

A DRIVER with an “horrific” traffic record has had her licence returned after being convicted of unlicensed driving and refusing a drug test.
Bianca Meredith, 23, has a lengthy rap sheet including reckless conduct endangering life, multiple counts of unlicensed and disqualified driving, drink-driving and speeding.
She was banned for two years for refusing a drug test and driving without a licence last March, which was reduced to a year on appeal.
A magistrate has been stood down while a specially selected panel probes serious sexual assault allegations levelled against him.
The Age understands Melbourne magistrate Raj Malhotra is being investigated for allegedly sexually assaulting a junior colleague at a work Christmas party and inciting violence against a male staff member.
The attorney-general Martin Pakula and the chief magistrate Peter Lauritsen had each referred a magistrate to the Judicial Commission of Victoria.
Mr Pakula referred a magistrate to the commission in December, and Mr Lauritsen made another referral about a magistrate a month later.
